The Federal Communications Commission (FCC) has announced new rules for expanded HD Radio coverage take effect on November 20. These rules, based on a 2019 petition by Xperi, NPR, and the NAB, permit FM stations to operate their upper and lower digital sidebands at different power levels without needing special authorization. Previously, stations had to apply for experimental use each year.
Stations on frequencies from 107.1 to 107.9 are temporarily excluded due to concerns from the aviation industry about interference with navigation systems. The new rules aim to improve digital signal penetration, particularly in urban areas, while minimizing interference with analog signals.
Schedule 335-FM will require stations to report the Effective Radiated Power (ERP) for both the upper and lower digital sidebands, as well as the total digital ERP. Stations increasing total digital ERP above -14 dBc must certify compliance with the FCC’s maximum power levels. The FCC will retain current interference mitigation procedures to address potential issues while reserving the right to revisit these rules if interference arises, ensuring protection for adjacent analog FM stations.

Salem Radio Network’s White House Correspondent Greg Clugston is set to board AF1 Tuesday (10/22) for his latest assignment: covering President Joe Biden at a Concord, New Hampshire event where Biden will address prescription drug prices in America. Following that event, with Election Day just two weeks away, Clugston will hit-the-highway in a car trip reminiscent of the late Charles Kuralt’s long running On The Road series for CBS News.
Some of Clugston’s itinerary will be:
- Driving to New York City to cover Donald Trump’s October 27th rally at Madison Square Garden; he will do advance reports for SRN News and TOWNHALL News during newscasts prior to start of the event.
- October 30th he will return to D.C. where he’ll serve as White House radio pool reporter for all national radio networks
- October 31st Greg will commence a multi-day drive through the “Blue Wall” states of Pennsylvania, Michigan and Wisconsin. His tour will originate in Pennsylvania…and—given the Keystone State’s importance in the Presidential contest—he’ll file from Pennsylvania again on his return trip en route to Washington, D.C.
- November 5th Greg will anchor SRN’s Decision Desk providing non-stop results from the race for President of the United States as well as key House and Senate races which will determine control of both houses of the U.S. Congress.

WAY Media Network Chief Content Officer Faron Dice has announced that evening host Justin Paul will be departing WAY-FM on November 9 after serving the ministry for 7 years. “Justin is one of the hardest working people I know,” says Network Program Director, Todd Stach. “Day in and day out, his attention to detail and standard of excellence were inspiring to see. Most of all, Justin is just a really good guy and will be missed.”
