The Business Manager has the primary responsibility for TFL’s accounting and human resources functions as follows:

  • Accounting functions include (1) all aspects of internal and external financial and tax reporting that comply with generally accepted accounting principles or international financial reporting standards; (2) the maintenance of accounting systems based on a comprehensive set of accounting procedures and internal controls; and (3) oversight of the budgeting process designed to both mitigate risk and insure the accuracy of TFL’s reported financial results.
  • Human Resources functions include the development of a high-performance culture aligned with TFL’s mission which emphasizes quality, productivity, goal attainment and compliance with TFL’s standards of conduct.  In collaboration with TFL’s leadership team the Business Manager will be engaged in recruiting and the ongoing development of a superior workforce and will have a shared responsibility for the development of processes and related metrics supporting the achievement of TFL’s goals through the effective use and cultivation of staff. The Business Manager will have oversight for employee compensation, benefit programs, as well as, the administration of related employee services, policies, and other programs and will assist and advise TFL’s managers on Human Resources matters.


Desired Qualifications: The Business Manager should have a bachelor’s degree in accounting or business administration and a minimum of 10 to 30+ years of progressively responsible experience with a significant company or non-profit organization. Preference will be given to candidates with the Certified Public Accountant or Certified Management Accountant designations.  Who should apply? Working Conditions: Primarily in an office environment. Will be expected to travel as needed. Periodic weekend or evening work as circumstances require.

Principal Responsibilities

Accounting Functions:


  • Oversee the operations of the accounting department, including the design of an organizational structure adequate for achieving the department’s goals and objectives
  • Maintain a documented system of accounting policies and internal control procedures
  • Manage outsourced functions

Financial/Tax Reporting:

  • Issue timely and complete internal and external financial statements
  • Coordinate the annual audit with the external auditors
  • Coordinate the preparation of the corporate annual report
  • Comply with all local, state, and federal government reporting requirements and tax filings


  • Manage the production of the annual budget and forecasts
  • Calculate variances from the budget and report significant issues to management
  • Provide financial analyses as needed, in particular for capital investments, pricing decisions, and contract negotiations
  • Identify and implement cost-saving initiatives
  • Recommend performance benchmarks and calculate and issue financial and operating metrics
  • Provide for a system of management cost reports

Transaction Oversight:

  • Ensure that accounts payable are paid in a timely manner
  • Ensure that all reasonable discounts are taken on accounts payable
  • Ensure that accounts receivable are collected promptly
  • Ensure that payroll is processed in a timely manner
  • Ensure that periodic bank reconciliations are completed
  • Maintain the chart of accounts
  • Maintain an orderly accounting filing and record retention system

Treasury Functions:

  • Execution of Board-approved investment policies and liaison with outside investment advisors
  • Oversight of daily cash management process and related policies

 Human Resources Functions:

  • Organizational planning and development
  • Recruiting and staffing
  • Employee onboarding, development, needs assessment, and training
  • Performance evaluation and improvement systems
  • Compensation and benefits administration
  • Employee retirement programs & related counseling
  • Development and documentation of policies and procedures
  • Employee safety, welfare, wellness and health programs
  • Employee services and counseling
  • Employee regulatory compliance programs
  • Employee communication initiatives

 Risk Management Functions:

  • Administration of all property insurance programs
  • Administration of employee health insurance programs
  • Administration of other insurance related programs
  • Conduct organizational risk management evaluation and mitigation initiatives
